Preapplication for the Housing Choice Voucher Program Lottery
PRELIMINARY
APPLICATION FOR (HCV) HOUSING CHOICE VOUCHER PROGRAM/SECTION 8. YOU ARE
APPLYING TO BE PLACED ON A WAITING LIST FOR THE MONMOUTH COUNTY PUBLIC
HOUSING AGENCY
The waiting list
will be open from June 3, 2024 through June 7, 2024, after which time the List
will be closed until further notice. All applications must be done online. No
mailed paper applications will be accepted.
The MCPHA has
established a limit of 1000 applications that will be selected for placement on
the HCV Waiting List based on a Lottery System selection process. Confirmation
letters will ONLY be mailed to the first 1000 selections from the lottery. All
applications not selected during lottery selection process will be discarded.
We will not return phone calls regarding your position on the waiting list.
We do not know when we will be issuing vouchers. You will be contacted by mail
when your name reaches the top of the list. It is your responsibility to
update your address, in writing, if you move. If our letter to you is returned
marked ‟undeliverable” your name will be removed from the waiting list.
The MPHA has selected the
following local preferences:
- Applicants
living or working in Monmouth County at the time of pre-application will qualify
for the preference. When called for an applicant interview after reaching the top
of the list, applicants will be required to verify their Monmouth County residency
or employment at the time of the pre-application.
- Applicant
veterans who have been honorably discharged and/ or active members of the
military upon verification of their status.
- Applicants
must be 18 years old to apply.
- Only
one entry per family. If MCPHA finds there are duplicate entries you will
be disqualified from the lottery.
- Please
make sure the application is completed, signed, and dated by the Head of
Household; Incomplete applications will not be accepted and will be
discarded.
The Housing Choice Voucher Program
(Section 8) is the federal government’s major program for assisting low income
families obtaining affordable, decent, safe and sanitary housing in the private
housing market.

A limited
number of applicants exceeding the maximum income allowed may be permitted entry into the HCV
program.
